I think you should probably have a talk with them next time he gets loose, tell them to behave a bit more responsibly if they want to keep their dog..

The poor pup limped his way to the sidewalk and seeing that broke Rowie and My hearts, we wanted to take him so badly, but neither of us could of suggested it to her father...
