It sounds like Jessie might actually be the one who is afraid, the puppy is probably unfamiliar to her. Just because she is the one afraid doesn't mean she won't bite - fear biting. I would suggest starting just like introducing a new dog in your own family. Start on fairly neutral territory and crate the puppy or get it in a smaller area, let them get to know each other slowly, safely with the barrier between them. Let them approach the barrier on their own terms, don't force them. Once they are more comfortable move on to letting them interact with both on leads and move on from there. Do not leave them unnattended together even if things seem to be going well.

I got Morgan almost 6 yrs ago and for the longest (4 1/2) she was the only dog in my home and one day I found Sarah a little 6 week old pup that had been tossed out, anyway I took her home and kept her. Morgan didnt like it one bit. She would growl get up walk away and look like "talk to the hand " kind of thing. It took her over a month to accept that Sarah was staying and longer befor she would play with her. But given time, space and lots of TLC , a year and a half later they get along great, play all the time!
