Abused dog's owner ID'd as probe continues

Authorities identified the alleged owner of the small, mixed-breed dog found with its muzzle and nose bound with duct-tape two weeks ago.

Robert Lamano, 25, residency unknown, is believed to be the dog's owner, according to Bill Hanby, animal and cruelty investigator for the Lower Alloways Creek Township Police Department. Lamano is not a suspect in the case and has not been charged, police said Friday.

This week, authorities searched a barn that Lamano allegedly rented in Lower Alloways Creek Township, near where the dog was found on Beasley Neck Road, near the LAC and Quinton Township border. They found duct tape in a fiberglass pet carrier case in the barn, Hanby said. Police are testing DNA samples of hair found on that tape to see if it matches hair taken from the dog, which had to be euthanized at the shelter because of the extent of its injuries.

Police also found a half roll of duct tape on the floor and six or seven rolls in a drawer, both near the carrier.

Authorities said the DNA tests should be completed sometime next week.

When the dog was found, it had nearly an entire roll of black duct-tape around its mouth and nose, authorities said. The tight tape cut off circulation to the dog's facial area, causing severe decay.

The dog, a male weighing about 25 pounds when it was found, was tan colored with white paws and a white chest. Diane Harrell, shelter manager at The Society to Protect in Carneys Point Township, where the animal was taken after it was found, named it "Rusty" because of its color.

A "Reward for Rusty" fund was established by The Society to Protect Animals in Carneys Point Township and now totals more than $14,000. Animal welfare groups People for the Ethical Treatment of Animals and the Humane Society of the United States both donated money toward the fund.

Anyone with further information about the dog or the incident should contact Lower Alloways Creek Township police at 935-7300.

The Society to Protect Animals is now accepting donations toward a reward for the capture of those who committed the crime. For more information about making a donation, contact the society at 299-1155 or send a check to "Reward for Rusty" at The Society to Protect Animals, 1059 West Route 40, Carneys Point, N.J. 08069.
