Private Dog Breeders Free From Licensing

WASHINGTON -- Rejecting arguments from animal rights groups, a federal appeals court ruled Tuesday that residential breeders of dogs and cats are not subject to federal licensing and inspection. The U.S. Court of Appeals for the District of Columbia Circuit said people who sell and breed animals out of their homes fall under the definition of "retail pet stores" that are exempt from regulation under federal law.

NEW YORK -- Adding to the growing evidence that calorie-counting might make for a longer, healthier life, a study of dogs suggests that cutting down on Fido's treats could tack up to 2 years onto his life. Researchers found that Labrador retrievers raised on a lower-calorie diet not only lived longer than their more gluttonous litter-mates, but also avoided common canine conditions like osteoarthritis for a longer period of time.

NEW YORK -- Children in day care or who have pet dogs are more likely to carry Helicobacter pylori, the bacterium associated with stomach ulcers, new study findings from Italy suggest. While the bacteria are common in the general population, researchers are not sure exactly when the organisms take up residence in the intestinal tract. A 911 hang-up call led Hialeah police to a house filled with more than a dozen dogs. Animal control officers confiscated 20 dogs from the home on 3rd Avenue, and East 56th Street. When police arrived on the scene they also found a 76-year-old man on the floor who appeared to have fallen down.

Retired Army Maj. Paul Morgan says Tsunami, a 2-year-old black German shepherd who spent the day after Sept. 11 digging for victims, is as much a soldier as any of his military colleagues. Now, she will be the model for a new "war dogs" statue planned for a spot near the H. Lee Dennison building in Hauppauge, either in Armed Forces Plaza alongside monuments to women in the military and World War II servicemen and women, or in Freedom Plaza. County legislators recently approved a total cost of $50,000 for the memorial. But they approached the idea with caution, not wanting to offend veterans who would be put off by an animal monument. Groups of military dog handlers, citing the animals' use in locating lost or missing soldiers and in patrolling military headquarters and hospitals, lobbied for the tribute.
